Though the term radiator tends to be used for both.
Fin Style Radiator(Heatercore)
One type is the same thing in a car, the water goes in a reservoir inside, and is cooled by fans blowing over the fins, and the denser the fins are packed, the better.
Tube Style Radiator
Another type is just water flowing through tubes instead of a reservoir in the radiator, but the same method of cooling. (Fins with a fan).
Although some just get a small heatercore from cars and use them at times too.
Basically, no refridgeration unit.
The temps compared to HSF unit temps are impossible to say, it fully depends on the set-up, if other components are cooled, and just the hardware used to watercool. (Pump, Rad, Tubing, Waterblock etc)
