gigabyte ax370 gaming 3 bios

hello, so i just upgrade the bios to ver. f51g, when i plug the gpu to pci x16 it will boot loop, but when i plug the gpu to pci x4 it run normally and can boot to windows. and then i tried downgrade the bios to ver f41, and plug the gpu to pci x16 it can boot to windows.
i'm upgrading the bios because i want to upgrade to ryzen 5000 series, right now i'm using ryzen 3 1200
so my question is, is this bios problems?
