I just did a clean install - installed new HDD - new Megahalems - new side panel and bay fans - I'm wanting to reach 4.0 if possible. I had a issue when I loaded optimized defaults - When I went into the M.I.T section of BIOS - CPU Clock Drive and PCI Express Clock Drives were set to 700. I tried several times to load optimized defaults but ended up setting these manually. Everything else looked OK. I need some help with voltages for this OC. Chike , LSD. Any help would be much appreciated.

When you first go into BIOS and see the 700 Clock Drives do you get the red OC Message too?
Maybe a long CMOS clear will fix the clock drives.
Give it 8+ hours with jumper on CLR_CMOS pins and the battery out. Don't forget to unplug the PSU from the poer or turn it off.

Chike, I never did get the red warning screen if that's what your saying??? I remember when I use to load optimized defaults CPU Clock Drive and PCI Express Clock Drive would set at 800 and 900 without me having to set them??? I'm not 100% sure about this but I'd rather be safe than sorry. I just don't recall having this issue before. I don't have any problems clearing CMOS overnight. I'll POST BACK when I get off work tomorrow. I'll send my current template. Thanks Again

They did change a few of these in certain BIOSes, but none were optimized at 700/700, that is always fail safes. Some have been adjusted to 800/800 I think, but this does not sound like what you are seeing anyway.
Are you using the latest BIOS? If so, I suggest you flash it again with Qflash, this time Disable "Keep DMI Data" then load optimized and apply when you are done. Reboot back to the BIOS and set your SATA/Disk settings, then go check these settings out.
While it is ok to set them manually, the thing you need to worry about is settings you can't access possibly being incrorrect with Fail Safe loaded which is what appears to be happening.
As for your overclock, give us your current settings you have been trying and then we can advise.

Chike - LSD, I cleared CMOS overnight and still had issues with loading optimized defaults. I reflashed BIOS with FE and now when I load optimized defaults I see CPU Clock Drive is 800 and PCI Express Clock Drive is 900. That's how you know optimized default's enabled. Anyway this is what you guy's taught me. Now I guess I'm ready to get serious with this OC. My current setting's are not 24/7 stable ??? but I have had no issues with them.

Is those the settings you want to proceed with for now, or did you want to try higher first?
Let us know then we can advise back full settings to try, those don't look too bad though if you get them stable. Especially the tRD 8 @ 450 FSB

Chike-LSD, I tried for 6+ hours to get my RIG to run 4.0GHz - "NO GO". Way to high voltages for summer time settings.lol. If I can get stable with 3.82GHz I would be more than happy. I like the 450 FSB but the 2.40B Strap may be giving me issues ??? I ran IBT Standard - GFlops 51.56 / CPU 63c - Core temps 57c-55c-55c-56c /// IBT Max - 53.87 GFlops / CPU 65c - Core temps 58c-56c-57c-55c. Prime95 CPU - CPU 54c / Core temps high 40's. I failed OCCT linpack after 2 minutes. So I didn't continue testing - I need "HELP". If I can get this stable first - Then I would like to shoot for 4.0GHz. Thanks Again

GFlops are somewhat low I think.
Did Prime95 blend pass and for how long? Try also small and large FFT.
Might be tRD 8 is too tight but leave that to be the last to change.
Try one step up VTT/PLL and to work the MCH Core you already know.
Also DRAM Voltage 2.12v, and maybe you need a bit more vcore, try to enable LLC.

Chike, I ran prime95 Blend for 1 hr. - no errors. I've just started working with these settings - when I failed linpack I stopped testing. I have to go to WORK (sucks) right now but when I get home I'll try your suggestions.Thanks

Chike-LSD, I made adjustments as suggested - Ran Prime95 small FFT full pass no errors. Ran Prime95 large FFT errors,errors,and errors. I increased tRD to 9,10,11 no luck. I loosen RAM timings Standard and Advanced still got errors. I even tried 2.00D Strap - No Go. I even tried CAS Latency 6. I'm starting to think I'll have to lower or raise FSB??? I need help with this. I can get different RAM if need be. 1200??? Thanks

Set tRFC 70-72, and Static tRead Value 10 for both channels for now.
Since you already tried loosening timings, tRD, and higher MCH Core, it is probably FSB related issue, so it's VTT and MCH/CPU references.
Try MCH Reference 1-3 steps up and down, and CPU Reference 1-4 steps up and down. You may try using EasyTune while you test, then set it in BIOS when you found stable settings. Use "set" not "save", and remember EeasyTune always show the value @ 1.2v VTT.
If none help try higher VTT 1.32-1.4v, and repeat with the references for each VTT step.
EDIT: can you post MemSet SPD window for this memory?
