First you need to try whether your memory overclocks well enough, because you can only overclock further by increasin the FSB, and that also increases the RAM speed.
Set RAM timings to 5-5-5-18, voltage to 2.0V, lower the processor multi to 7 or 6 and increase FSB to 450. You may need to icnrease VCore here a bit. Set FSB Termiantion to 1.30V and CPU PLL to 1.55V. Set static tRead to 10 or Auto, Performance Enhance should be Standard.
If this is stable, try increasing the multiplier back to 9 and increase VCore, you will probably need about 1.4V in BIOS to get this stable.

Can you please post a link to your ram?
Ya, as said above your ram need to overclock little to hit 4Ghz. It needs to do at least 900, and it may or may not without voltages outside your warranty (if that matter to you) if it is only 1.8V rated ram

Thanks, all those settings would be fine for that memory. And I think you will be fine using 1.85-1.9V or so for your ram as the datasheet lists (+1.8V (+/- .1V)).
Now, that still does not mean you can for sure run it at 900Mhz, but it makes your chances better

Well you could have put a bit more voltage into it, maybe 2.0V with tRD at 8-9 should have worked at 900. But since you did not post your exact settings you tried, I'm not sure why it did not work for you as I suggested. I would have had to see what you set to maybe tell you for sure what to change
Sorry for the late reply, been getting pretty backed up lately here! Seems we have alot of new members each day here the past few months
Those you picked should be good, especially at 900, you can tighten them down to maybe 444-12 or 455-12

You could try using 2.40B memory multiplier to get 1005Mhz, but if you want 1066 or close to that you will need more or less FSB. As for the above that looks good, did you try 2.00B instead of D?
Either way a few settings/timings could come down, but we will leave those suggestions not posted until you decide what Speed you do want to run.
