Does Gigabyte have some kind of Express Gate or Instant Boot available on its motherboards? If not, are there any plans to have this kind of facility available? Thanks for any assistance.

From what I read on the site bit-tech.net | Review - Gigabyte GA-EP45-UD3R , it seems that Express Gate (from Asus) or Instant Boot (from ASRock) is more a marketing gimmick that something very useful. In fact, the AS Rock test published on YouTube is a joke.

That offered is not exactly a fast proprietary boot. It's only plain old Windows SLEEP and/or HIBERNATION mode...GA-Z97-D3H Windows Pro 8.1

As said above, there is no "Fast Boot" Feature in Gigabyte boards. If you are using AHCI you can stop using that and it will help some, otherwise you just must get used to the bootup time.
You can also disable all other ports, ect that you are not using and that will help some as well
