Theyve updated the release note to say "Change default status of AMD PSP fTPM to Enabled for addressing basic Windows 11 requirements".
Its likely they havent disabled CSM by default yet as there are still people on MBR or older GPUs around without UEFI compliant vBIOS. There's posts around from people with GB m/b unable to boot after fiddling with the secure boot settings after reading that secure boot enabled is a W11 reqt but MS only say to be secure boot capable. I upgraded OK with it left as Enabled Not Active in BIOS and Secure Boot State Off in msinfo.
I understand the lack of enthusiasm for W11 if you are happy with W10 which has matured over the years. It adds little, has fewer quick settings, has a less flexible start menu, can have issues related to animations being enabled, has performance regression on AMD CPU, and so on.
