I've had complete loss of USB. Wouldn't go into BIOS when I hit Delete, Windows had no keyboard/mouse either. Tried reboots, power down/up. Would not recover.
Plugged all my stuff into the Red USB ports (it was all on the black USB 2.0 ports) and it's now back to working.

So -- USB can still be problematic.
I think the AGESA changes were more aimed at stability of USB devices while operating. If a peripheral isn't even visible to BIOS then the only fix would be to unplug from the mains - as shutdown doesnt really remove power from everything. The unplug is what recovers the Intel BT device - so maybe USB can fail like that too but thats not really the commonly reported USB issue.
