Important nuance here: It works on Zen2 (and probably before that as well) BUT it requires BIOS support, too. It's a requirement from AMD on Zen3, so Resizable BAR will work on any motherboard with a Zen3-capable BIOS (all X570, most X470 and some others, provided they have been flashed with the new Zen3 BIOS). In the vast majority of cases, these setups are paired with Zen3 processors anyway, and since they need this new BIOS to boot at all, this is the only setup they can 100% guarantee should work. X470 boards with Zen2-CPUs may or may not get the BIOS update for Zen3 (most do, though) so they cannot list Zen2 CPUs as being compatible, although they are in most cases. That depends on said BIOS being on the board, either from the factory or done by the customer. And also in most cases, Zen3-capable BIOSes have dropped support for pre-Zen2 so that's why it won't work on older CPUs. Nobody is going to bring out updates for boards that are over 4 years old just to enable this one feature that has a theoretical 10% or so gain on high-end systems (which they aren't anymore).
