Is your PSU new? Ive seen your board has actually some voltage measurement points. Do you have a multimeter and the knowledge to test those? If the voltages are crap and ure sure thats it not your psu RMA your board.

So ask your brother if he can borrow u another psu and trie with it. Also if you can look into the psu look for bad capacitors.
But the whole thing sounds very strange. Im not sure what to advice. Could be everthing but bios alone sounds unlikely.

I mean he has one of those multimeter
I've found multiple reports from people having the exact same issue meanwhile though.. Pretty sure this is something with the board. Maybe not due to bios but definitely x670e Master Board. One said it might be a caused due to an incompatibility problem with the WD SN850 specifically which would be the exact ssd I own and have inserted.

I also have the same boot problems, my lan port comes in and out randomly, one of my fans doesn't run if I restart my pc at any point after the first boot of the day, but I'm only using 1 nvme drive as opposed to his 4. I have a toughpower GF3 1600W PSU instead also.
