I'm thinking of getting the E3C224-4L but I really don't want IPMI nor the PCI ports. E3C224-V4L looks perfect. But it doesn't seem to be sold anywhere at all. Literally. I thought maybe this was a new model and just not available yet but the E3C224 series appears to have been released in the 2014 era. Is E3C224-V4L a dead model or something?

I'm sure you searched for this model and came up with almost nothing, as I did. As ASRock states on the product page, "This model may not be sold worldwide.".
Regarding why it is not available in the USA, etc, who knows, perhaps it did not sell well compared to other similar models from ASRock.
