P67 X4 Gen3 - USB keyboard not recognized at boot

When I plug my USB keyboard in and boot, the machine goes to the AsRock splash screen and stops. It does not continue to boot to Windows; no keyboard inputs work, so I can't get into BIOS to troubleshoot. The keyboard is getting power. I've tested the keyboard on other machines and it works fine.

When turn off the machine, remove the keyboard, and boot, I get into Windows. I can then plug in the keyboard and it works fine. But I warm boot the machine with the keyboard plugged in, the problem starts all over again.

Any help would be most appreciated.
