Asrock Extreme4 Gen3 no Video signal, keyboard/mouse detection, or Dr. Debug

I just built a completely new pc and whenever I boot the system, the monitor screen is still blank. Whenever a mouse or keyboard is plugged in, they are not detected as being plugged in. Also, the Dr. Debug is completely off.
