Small bus Server 2003 password complexity

Can anyone help me find out how you can change the complexity of passwords in Small Business 2003.

It seems that you can only go from using basic words -eg: password to complex passwords with 3 levels of complexity -eg: #password1.

We need to have passwords that contain letters and at least 1 number, having 3 levels are to confusing for our users.

I have read through:

and it seems to state that you can only have a complex password with 3 out of the 5 options available.

Your help would greatly be appreciated.
