Can anyone tell me how to check to make sure the Ultra DMA is turned on in Win XP?

go to Device Manager (under Hardware in the System applet), click the "+" next to "IDE ATA/ATAPI controllers" then double click "Primary IDE Channel" and "Secondary IDE Channel" seperatly. Click the Advanced Settings tab and select "DMA if available" for both devices. Only Device 0 is set to use DMA by default. Do this for both channels to ensure all your IDE devices get to utilize udma.
