You might need a gpu for it to boot up? Also you could have an old BIOS that doesn't support the 950 CPU yet,in order to flash BIOS you need a 920/930 CPU,then update BIOS and try 950,could also be psu incompatibility?Gigabyte z77x UP4-TH F11c Modded Bios

I had a similar problem as you have described with an Asus board. After hours of pulling my hair out I discovered the CMOS button on the board had an on/off switch but it was impossible to tell what was on and off without trial and error. I hope it's just that simple.
