ASUS laptop with a i7-9750H that won't push up to 4.5GHz
It's called max turbo and cpus can only sustain it for short bursts like opening an app or under heavy load until a max temp is reached. That's when the turbo stops. CPUs can only sustain their base clock unless you specifically overclock it. Check intel's spec sheet if you want to know more.
