as a rule the KT266a chipset does offer better performance than the SIS735 - but there will be differences in performance between motherboard manufacturers as well
the actual performance difference between a good quality non-OC'd SIS735 and a similar KT266a is measurable in benchmarks, but probably not noticable in gameplay or any regular PC use.
I breifly looked at the SIS735 Elitegroup board - I can get it for $79cdn (that's $52US), as opposed to $175cdn for the 8KHA+, but lack of OC'ing features is what made me decide against it.
